- ➤ The 61st Annual Cheyenne Kiwanis Livestock Sale of Champions on Aug. 8 broke records with 39 champion animals sold for $210,000 and a steer purchased by PAR Electrical Contractors for $20,000. - ➤ Laramie County District Court Judge Catherine R. Rogers sentenced 69-year-old Douglas Mark Smith to consecutive life sentences on Aug. 12 for killing 67-year-old Dwight Brockman and 76-year-old George Manley at the Coin Shop in downtown Cheyenne on July 20, 2015—Smith will spend the rest of his life in prison. - ➤ Cheyenne’s City Council approved a county pocket annexation that brought 38 properties into the city limits to boost emergency services after residents voiced concerns at a July 28 meeting. The council also updated police department employment terms for fiscal year 2025 to 2026 — setting pay, leave and insurance policies without public comment. Cap City News
- ➤ Cheyenne City Council approved a $3.5M revolving loan fund — aimed at filling the final financing gap for vacant projects like Hynds and the Hole — managed by Cheyenne LEADS from the 6th Penny Sales and Use Tax. - ➤ Cheyenne City Council sent proposals to the Public Services Committee that include a new law to fine loud vehicles and increase penalties for repeat offenders after a resident complaint about noisy motorcycles plus plans to annex 18.62 acres for mixed-use development and to rezone a 10.94 acre parcel for medium density homes. The noise ordinance would let police judge vehicle sounds based on time and modifications while the zoning changes aim to support future housing and business projects. Cap City News
